Subsequent actions usually reveal what one is/was thinking. I believe he had made up his mind that he would shoot her if she tried to flee. I do this all the time when I'm hunting. I prepare mentally for the shot. After that the shot is automatic.

Being a nuisance isn't a crime. She was not impeding the ICE agent's duties, nor was she a suspected illegal. She got in their face that's all, and they killed her.
