I pray to GOD he isn't ultimately declared the winner. Our country would be f*cked. In short, I don’t really understand the phrase “independently certified” here. Really, it means some general sense that some authority outside the campaign identifies the campaign as the winner. But beyond that, I don’t know how helpful it is.

The first certification is December 14 when the Electors meet. Next is January 6, when at 1 PM Congress meets to decide on the validity.

To be Independently Certified, it has to be certified by an outside entity that both parties agree upon.
The chances of that happening ... Well shit, you cannot use negative numbers in percentages can you ...
