It's not about addiction, it's about the next logical step after weed gets mundane. There is no form of abuse too severe for pot growers. There is no sentence too long. Drug addiction is the worst crisis we have ever faced. It requires drastic action.
What's the "addiction rate" on marijuana? It's less than pizza...
The "Gateway Drug" theory? Mostly nonsense. There might be a few who progress to harder drugs. But most don't.
The true "gateway drug" is alcohol. Why? Alcohol will reduce your inhibitions. We have all heard about (or been), the drunk that does stupid crap in public.
As far as cannabis? Never had my inhibitions lower while smoking. If I won't do it sober, you can't talk me into it while I'm stoned.
Get me drunk and suggest something stupid? I have a higher chance of doing it drunk while inhibitions are surpressed.
