I was shocked that an obvious terrorist, with links to ISIS, and admitted saboteur of an airplane with 150 innocent souls aboard, wasn't charged as a terrorist, with a decades long sentence to follow.....

The literary license of the title does not mean that there is no terrorism....it means that there is a corruption in our judiciary and our government that works to mitigate the penalty and hide terrorism.
