Blanket freezes on Congressionally approved spending are probably unconstitutional. However, the Executive Branch has wide latitude to delay and investigate individual contracts and expenditures, perhaps requesting Congressional reauthorization before proceeding.

This was a problem in agrarian societies, where a fixed amount of tillable land was available, but it has no application to modern industrial/technological societies. Don't you think that Apple, Tesla or other companies owned by billionaires have contributed to the well-being of their employees?

The quick answer is to tell you that I'm a Canadian and a Capitalist, so the answer to big corporations is obvious.
The difference between America and the other capitalist countries is in the others acknowledging the need for government to be socially responsible to all their people. And that's the reason why America's extreme income inequality has failed the working class and caused them to turn to Trump as a last resort.

BOSTON (AP) — A second federal judge on Thursday extended a block barring the Trump administration from freezing grants and loans potentially totaling trillions of dollars.


U.S. District Court Judge John McConnell in Rhode Island granted the preliminary injunction in the lawsuit filed by nearly two dozen Democratic states after a Trump administration plan for a sweeping pause on federal spending stirred up a wave of confusion and anxiety across the United States.

In his ruling, McConnell said the executive branch was trying to put itself above Congress and by doing so “undermines the distinct constitutional roles of each branch of our government.”
