This has always made sense. There is only one court in the land that can make nationwide decisions. Other than that there's no sense in having any district courts at all. This was an open time bomb planted by the last administration in the event of election loss.
This administration has drawn more injunctions in 4 months then all the administrations combined in the 20th century! Five districts in particular hold 80% of the injunctions.
The president is once again a president.
