And many of those who work, don't let the bureaucrats who run the program know about their "under the table" income. Remember its an income based program. People are supposed to be indigent in order to be a recipient.

The idea of putting up procedural requirements is to make it as inconvenient as possible for those who aren't eligible to pursue getting the freebies.

Someone who is working full time, say as a Pimp or a Pusher, isn't going to want to report his UTT income, and isn't going to want to take time to go to the Welfare Office to show they meet the work requirements.
