The price of oil isnt set locally. If there's a shortage in any major market or the cost of any large supply goes up it effects the price and the cost everywhere. It doesnt take a degree in economics...

The Canadian slurry they ship from the tar sands sells at a deep discount and the XL if ever completed, will have little effect on sweet WTC or Brent Crude or most oil pricing world wide. China wants to be their second best customer.
