Because at the end of the day, that was the problem. for decades, the guys in the suits signed off on cars like the Escort, the Chevette, the Gremlin, the Pinto. They weren't bad cars because the guys in the denim didn't do their jobs. They assembled them to plan, just fine.

And the manufacturing jobs of the future will be skilled labor. No more can the masses graduate high school and walk into a $20 hr job.
