President Kagame is a close friend with President Trump, the two men enjoyed a tremendous time in Davos at the World Economic Forum.

My guess is that Kagame was impressed with Trump's skin-darkening products and decided that's the way his people should be going, not the opposite.

Rwanda made the sale of skin whitening products a crime, but underground market persists

In 2018 Rwanda began enforcing a ban on skin whitening products with those breaching the ban facing hefty fines and up to two years in prison. Has this worked to reduce the demand for lighter skin?
