I have no idea what exactly would happen with a nuclear explosion outside of the atmosphere. Not even sure science knows. Unless this experiment has been done some where without us knowing the effects are theoretical. Yes GPS is likely the least of the issues caused. It would likely make any possible space travel impossible until all the debris fell to earth. Who knows the full consequences. I don't want to find out.The damage a orbital nuclear attack would be much more devastating than just losing GPS. The immediate effects would be crippling. But the attack would set off a chain of events that could, very well, lead to the end of life as we know it.
Russia is becoming more and more of a rouge state each day. But rouge states that feel their future is in dire straights are capable of atrocities such as this. I hope the US is taking this threat seriously.

Therefore Starlink satellites are way above a HEMP deployment/impact - however the Starlink fragments would cause a serious problem for other satellites or space missions.

No one needs to take down Starlink physically - Russia in Ukraine has already demonstrated that they hacked Starlink - and as such are using it for their own drones - with devastating improvements and effect for e.g. the Shahed 136 aka Geran-2.
Russia and China demonstrated to the world 3 weeks ago that they had again hacked Starlink - thus exposing thousands of Iranians, (their identity and location) payed for and instructed by the CIA and Mossad, via tracking their Starlink terminals that had been provided to them.
Shutting off the Starlink communication, and therefore totally disabled these CIA & Mossad agents from further coordinating and inciting those riots in Iran.
