I don't think Ukraine can ever be a victory for Putin. If he takes the country, he's left with a country in utter ruin, whole cities leveled, requiring a massive Marshall Plan sized rebuilding effort that the Russians don't have the money for.
Actually Russia doesn't know what the Ukraine military is capable of. They thought they could take Ukraine in a matter of days. So they were completely wrong.
From what I've been able to observe Putin doesn't seem to be running out of anything.

According to who? The same folks that told us the Afghan army would hold off the Taliban? The same folks who said Russia would Ron out of ammo weeks ago? So far the West seems to have been wrong about a lot. Zelensky wouldn't be begging for no fly zones, 1% of NATO inventory, and everything else if things were going his way.

Since much of the information the white house has released is declassified intelligence. I'm figuring the information comes straight from the Kremlin, either through having people inside Russia, or from NSA elint intercepts of Russian communications. That's how they knew about Puntin wanting to pull off fake atrocities, and other sub plots of his "special military operation".
