They exist. Power elites in those areas can be corrupted and some are. You know when your rights are trampled on. many who have power in government or employment and mess with others who may work also in government or civilians are fortunate that many citizens do not sue their asses. This judge and those involved need to a long stretch in prison. And frankly, the cities did little to incorporate the rural areas as the nation grew and they became powerful. The cities do tax them though through the state government.

There may be that and there may be not. Then you do not include state, city, and regional taxing authorities and monopolies of electric, water, natural gas that those urban dwellers get advantages from. And the free hospitalization with many hospitals. The free medical care and free transportation form the government subsidized EMS, Fire. paramedic agencies that costs are increasing incredibly to do. The sirens run 24 hours a day. The real costs are incredible. The poverty/poverty servicing game exists. And it is expensive.
