I guess what is surprising about this is why it took so long for Rosenstein to react. As we know Devin Nunes originally head of the House Intelligence committee was forced to recuse himself from the Russian investigation, because he was running up to the Oval office disclosing what evidence was showing up.
Of course that didn't stop Nunes from interferring into the investigation. He then released the infamous Nunes memo that was shouted out on FOX NEWS on the Hannity program, in an effort to show that the Dossier file was corrupt, the FBI was corrupt over a FISA warrant on Carter Page.The Nunes memo debunked itself as soon as it was released. In the last sentence it stated that the Russian investigation started in July, 2016 and that George Papalopdous was the target, who's name is not mentioned anywhere in the Dossier file. Since then GOP house & committee members have been a total pain in the ass. Everything they can do to distort, contort, and manufacture conspiracies surrounding the investigation.
