Obviously, there is a loss of value, it's a used plane that has depreciated.

If you have a 2010 Honda Accord, and you sell it in 2015, with 100,000 miles on it, you will have a loss on the sale.

If you have a plane the longer you have it the more it depreciates and the less it's valuable.

The point is that Sarah Palin saved the operating expense by selling it at the expense of her own personal comfort.

It was not a new plane nitwit. If you had even read the provided refference you would know the jet was one of 48 planes owned by the state of Alaska. The "sale" was a costly publicity stunt.

No ..you are in error. What she did was screw up the Alaskan prisoner transport system and incurr a higher cost of same with a private company. She could only use the jet when it was not assigned official state business for which it was purchased. It was a stupid and expensive publicity stunt.
