So even the target of the protests is not local law enforcement, but the target is the possibly illegal tactics of untrained federal agents.

The federal agents are not local law enforcement. Trump GOP even wants local law enforcement shot at during domestic violence calls. Those are better handled separately, like in Eugene-Springfield: 17% of calls not really at the level of local law enforcement needed intervention. 2% of the budget goes to behavioral response instead. That is 80 miles south of Portland, in place 30 years, tried and tested.
