So, at the time one of the rioters "craniumed" Kyle with a rock while Kyle was running to the police, Kyle was NOT actively shooting, and was therefore NOT an active shooter, so they cannot claim they were after an "active shooter" when Rock guy hit him in the head and knocked him to the ground.
