If you don't follow the rules of order, you don't speak. I'm terribly sorry Cummings didn't have a firm grasp on the rules. Perhaps if we had more congressmen who did, we wouldn't have so many problems, now would we?
You Sir, Have no clue as to what you are talking about. It was a hearing. The Chairman does not get to hold a hearing so he can say what he has to say for 15 minutes and then adjourn. Republicans might as well say they own the government. They need to get a grip on themselves.
Perhaps you didn't hear me the first time:
Clause 2(k) of House Rule XI on Hearing Procedures:

The chair may punish breaches of order and decorum,
and of professional ethics on the part of counsel, by censure and exclusion from the hearings; and the committee may cite the offender to the House for contempt.
Cummings was out of order to begin with, and he did not take the time to question the witness. He went on a rant. Also, Lerner was taking the 5th on every question, therefore it was pointless to continue with the hearing. It wasn't until Issa got ready to adjourn that Cummings spoke up.
Cummings also was not recognized by Issa to speak:
Rule 9.--Hearings
(a)
A committee member may question witnesses only when
recognized by the chairman for that purpose.
This means, that during that at any point in time during which Issa was issuing any of the 7 questions he asked Lerner, all Cummings had to do was speak up. He had ample opportunity. He would have been recognized by the Chairman and allowed to question the witness. But instead, he waited until Issa adjourned to ask a question. It was too late.
Also Issa has the power to determine the relevance of questions put to witnesses:
(e) Hearings shall be conducted according to the procedures
in House Rule XI, clause 2(k).
All questions put to witnesses
before the committee shall be relevant to the subject matter
before the Committee for consideration, and the chairman shall
rule on the relevance of any questions put to the witnesses.
Issa followed the Rules perfectly, and Cummings did not. Instead of asking any questions relevant to the subject matter, he proceeded to breach decorum and go on a rant against Issa. I assume Cummings has the same copy of the Rules of Order that Issa does. Don't presume to think you know more about procedure. No issuances of "racist" or "you don't know shit" will keep you from being wrong.
