They have every right to be there as long as they stay a certain distance from the entrance of the polling location,everyone knows that.

It's not illegal to cover your plates while sitting in a parking lot.

BTW, that's not really a good way to hide a plate. If they were really trying to be inconspicuous, just take the license plate off.
