- 76 House Republicans were noted in January 2026 as having joined with Democrats to support specific funding, which Rep. Ralph Norman (R-SC) and Rep. Keith Self (R-TX) identified as containing earmarks for abortions, gender procedures on children, and DEI initiatives.
- Controversial Earmarks Highlighted: Examples cited included $3 million to Denver Health & Hospital Authority for transgender surgeries, $4 million+ to Christiana Care for late-term abortions, and $3 million+ to Hennepin Healthcare for a pediatric gender clinic.
- Internal GOP Conflict: Rep. Ralph Norman moved to eliminate these specific earmarks, which he stated were added to the Labor-HHS bill. Rep. Scott Moolenaar (R-MI) was questioned by constituents regarding his "Nay" vote on an amendment that would have stripped these items, to which he responded that he was supporting broader funding for Michigan families.
