Not exactly. It was proven that Florida created a felons list to purge from voter rolls that was highly dubious. It was also proven that the list was so flawed, it contained about 5000 black voters who should not have been on that list because they were legally eligible voters who the state disenfranchised. It was also proven that roughly 90% of black voters in that election voted for Gore. And it was proven that Bush won Florida by just 537 votes. What was not proven is whether or not the wrongly disenfranchised voters, which also included white and Hispanic voters would have made Gore the winner of Florida had they not been disenfranchised. Also, because that felons list was so flawed, many counties in Florida chose not to use it.
