It is the other way around, and economics should not allow for any government involvement at all.
It is not at all like a treaty in that treaties are where government exchange privileges.
An economic boycott law, either for or against a particular country, are totally and completely illegal.
Individuals and companies have the 1st amendment right to do business, boycott, support, or not support, whomever they wish.
For example, the federal boycott law against doing business with Cuba clearly was totally illegal.
It also violates the 4th and 5th amendments.
Clearly any federal law preventing private boycotts of Israel, is totally illegal.
Israel is the single greatest violator of war crimes in history.
Over a million Muslims fled the violence in 1948, and by international law, must be allowed to return to their homes after the threat is gone.
But Israel will not allow them to return, and has illegally confiscated their homes and given them to immigrant Jews.
There is no way to ignore that as anything but an international crime, which the US is then partly guilty of,
