Could you explain your statement about the courts here? There are two cases that I know of: Sweetcakes by Melissa (Oregon) and Masterpiece Cakes (Colorado). In both cases it was that courts that came up with rules not written into the law, in both cases the legislature of the States involved included sexual orientation under the Public Accommodation laws.

The courts ruled in accordance with the state law.
