So what? May be it is even lower than a real inflation (and its definitely lower the prices in America and Europe). Anyway, its not a big deal - Gazprom use those money to invest in gazification of Russia. Russians got a cheaper and cleaner fuel (for themselves and for the industry), Gazprom got additional money in future. It's win-win.
