I don't think we even need it. The minimum wage only raises false hopes and false expectations of a "living wage" that is not, in many cases, being offered.

If people want to work in low-level positions at Walmart, McDonald's, etc., etc., then they need to be taught (or allowed) to set their own limits and bargain for their own wage or pay rate and be prepared to walk away and look for another job if the pay isn't enough.

Some people are disabled or do something as a low-stress part-time hobby or pastime, and they might receive a very low token pay for what otherwise is essentially a volunteer position, and again, if they aren't happy, they quit and look for something else to do.

They get $12 because that's the least they need to keep up with rent and what have you.
/----/ Minimum wage is not intended to be a wage you can live on unless you're in some backwater town with a low cost of living. And those jobs would be scarce. It's to give teens the path to their first job and gain experience and a work ethic.
