If it was just IQ tests that blacks failed at I would agree with you in your assessment, but the facts are that blacks score the lowest on all or any kind of academic tests available.
If it be a test for police or fireman, lawyer, doctor, teacher, denist, SAT's, any kind of test.
For example, in Florida, SAT or ACT test scores above a specified level are required for admission into teacher training programs. This requirement eliminated 80% of the Black and 61% of the Hispanic candidates, but only 37% of the Whites. In 1985-86, only 98 Black students were admitted into the state university system teacher education programs. But performing satisfactorily in a program is not enough to become a classroom teacher. Another test must be passed. On the Florida Teacher Certification Examination, Black pass rates are 37%, Hispanic 53% and White 89%.
The Journal of Blacks in Higher Education estimated that if the top 10 highest-ranking medical schools in the nation dismantled their affirmative action policies and replaced them with strict MCAT cut-off scores, only 7 Black students would meet entrance requirements.
What are the facts? Over almost seventy years, in study after study, conducted by scientists and educationalists in numerous countries, studies conducted by such bastions of racial rationalism as the Inner London Education Authority, the US Army, and Harvard and Oxford Universities, on every measure of intellectual ability and educational attainment Blacks perform significantly worse, on average, than Whites.
Equalitarian ideologists often discount I.Q. test results with the excuse that they are culturally biased. Nonetheless, NO ONE, not the NAACP nor the United Negro College Fund, nor NEA had been able to develop an intelligence test which shows Blacks and Whites scoring equally.
If you belive this is because of poverty, keep in mind that: American Indians, who often live in conditions far worse than American Blacks during their entire lives, still consistently outscore them on I.Q. tests.
Faced with such facts, multiracialists make various attempts to wriggle off the hook, all of them futile. They argue that all these tests are unfair, that they are written by White people in a White Society and thus are biased against non-Whites. Alas for them, Chinese and Japanese, who are not noticeably more Caucasian and are often very much more culturally distinct from White society than Blacks, actually do as well or slightly better on average than Whites on these "White mens' tests."
