Unlimited, but you only have so many in a 24 hour period. Also you can't rep a single person multiple times. You have to spread rep around. etc.

Twenty in a 24-hour period, and you can only rep the same person every twelfth time. Also, never neg anyone twice in the same 48-hour period. It's the law.
