Do you think you could add a few more rules and mod announcements threads to the beginning of the Annoucements section... and a few other sections of the forum... so the actual new threads being created start on the second page?

However, all those accumulated "updates" look intimidating. If you read them, though, there's not really anything confusing about them.

the most popular and active message board online has rules, but they are ambiguous

moderation is mostly at "moderator discretion"
