Are banned members allowed to open new accounts?

Are banned members allowed to open new accounts?

No, of course not....and the mods will close/ban the new account. When they see if it is any present member trying to open a second membership, not just banned members...that's not allowed....

Do they catch everybody, not always right away...but eventually even the astute and sneaky ones with proxy addresses, flub up.
