Her claim that, "Uh-oh, we lost a whole bunch of important emails" was amusing for anyone who works in IT. First, no one believes for a moment that government emails are not intercepted, stored and analyzed by the NSA and probably multiple other alphabet agencies, the federal government being given to duplication of effort and all. Second, anyone in IT knows that the first thing you do with data is BACK IT UP. Not having a good backup can get somebody fired. Did anyone lose their job after failing to have a backup of those very important emails? I don't remember hearing that anyone did.

Parenthetically, I was the sole SQL Server DBA at Circuit City (they had 15 when I left and none of the others wanted to touch SQL Server because they liked UNIX) when they first opened the internet to employee browsing and I was assured through email that I was not to back up the database storing the browsing history of employees, that they would just start over if it went bad. Well, it went corrupt, and we had no backup to restore. Naturally, my boss started asking why I didn't have one. I produced the email, and off he went to consult with his bosses, after which a new edict came down, every database was to be backed up unless we had director level written instructions not to do so. Glad I kept that email.
