You don't have to own the industry to simply stop imports from Russia, silly. As Psaki said, "they are only about 10% of imports," but she was using that as justification to keep buying from Russia, not replace it with North American sources.
Most Repubs, Dems, and American citizens (according to polls) were in favor of ceasing Russian oil imports.
The Biden Admin was reluctant to agree, but finally did after seeing the bi-partisan support. The reason they wanted to keep importing from Russia while Russia slaughtered innocents was to limit the instantaneous outrageous spike in prices we are seeing.
They don't want to produce more domestically, because they want the US fossil fuel industry to die.
It's a national emergency, and Biden is failing at taking truly effective steps to solve the problem. Everything the Biden Admin does is wrong.

I think Trump lent him his people.
They started that way but found out you can only kill so many or have so many killed in a war also before the nation implodes. Nevertheless the left kind of liked the Soviet Union. A kind of kinship. Once it fell they were not so well liked.
