That video you posted was at about 4:30-5:00pm. Hours after the riot was declared. And that was to disperse the crowd outside which wasn't leaving.

The first violence was at an outer perimeter barricade when a protester knocked over a cop, causing her to fracture her skull and lose consciousness.
