Oh wait, yes you would - Mueller was appointed by TRUMP'S DOJ, as a response to Trump firing his Republican FBI Director named Comey, who was conducting a counterintelligence investigation of Trump's campaign and Kremlin's interference in the 2016 election.

That investigation was opened in 2016, well before the intelligence report you are talking about, when Trump campaign member lied to FBI about how he came to learn about Russia having Clinton emails (he was later convicted for it).

All of this was laid out in Trump's DOJ Inspector General's 2019 report who reviewed that investigation (on Page 1):
