I agree with all 3! Especially Education department. The parents in my county have a LOT of say so over things and we do pretty good dealing with things here. Return it to the states.

Yes, by all means return it to the states so we can allow states not to educate handicapped children, both physically and mentally. Let them discriminate in funding for schools so that the world will be divided into the educational haves and have nots. Look at the history of education in the US before the Education Department was created. It wasn't pretty!
