And Harris doesn't have to allow Trump solely his terms, either. They are within the margin of error at this point, of either one winning....they both get to set the terms.
No, she doesn't have to allow Trump to debate on his terms. But since she needs the debate more than he does, she's not coming in with a lot of leverage. As for the Trump not being the frontrunner, according to RCP, he's leading 6 of the 7 swing states still. That holds in November, that equals Trump winning the electoral college.
