Portugal’s radical drugs policy is working. Why hasn’t the world copied it?

I dont doubt it a bit.
I have heard thats what happened when prohibition ended(less alcohol related crimes, deaths, accidents etc), but i cant prove it.
 
Portugal is a failed state. If Portugal is the model, give it all up right now.
 
Singapore has a very successful drug program. Why not emulate a successful country.
