They were armed. Bear spray, flag poles, knives and other hand held weapons. They also took tasers from the police and used them.

If it was an insurrection, the instigator would be in jail. But as you can see from reality, people were asked to march and let their voices be heard peacefully. I assume you did hear Trump's speech? And reality will also show, as protests can all too often do, some people take it too far and cause violence.

There was essentially no violence except what little the police allowed in order to cater to the demonstrators a little.
So then there was no insurrection by any stretch of the imagination.
Congress could have stood their ground any time they wanted.
But they deliberately played this up as if they were not really in total control.
