Absolutely not, he came to the same conclusion Trump did. You don't know all the stuff that's going on behind the scenes. Biden probably told the Taliban if they don't allow westerners out of their country we would bomb them into Oblivion. Trump was the one who negotiated this deal with the Taliban leaving the Afghan government out of it. He set the date even earlier probably to mess up Biden's term in office. Imagine the disaster that would have been if Biden kept that deadline. Less time to prepare, as it was no one could expect the Afghan Army to give up without a fight. This is on them, it's not about us we did all we could. It was overdue time to get out.

Biden did the right thing and Afghanistan deserves their fate. Sucks for the small fraction that do not want to live under Taliban rule but they are vastly outnumbered by ultra conservative Islamist assholes and cowards too spineless to stand up to them. They had every opportunity to build a decent place to live and they blew it.
