Not really. That is a relatively recent phenomena that came out of the creation of FOX News. As to what Roger Ailes wanted? An ideological news source. A news source that would take a partisan view.

No other network news org was started with an ideological demand in it's mission statement

Republicans who watch Fox News don’t care that they are being lied to. Ask them if Biden should be removed from office for doing something trump did they say yes. They don’t care if trump is guilty of all 4 cases. They still want him back.
