In 2014, Obama admin issued a pause on funding gain of function (GOF) research. Here is a backgrounder from HHS explaining it. It defines GOF as simply, improving the ability of a pathogen to cause disease...

"Gain-of-function studies, or research that improves the ability of a pathogen to cause disease, help define the fundamental nature of human-pathogen interactions, thereby enabling assessment of the pandemic potential of emerging infectious agents, informing public health and preparedness efforts, and furthering medical countermeasure development."

It's pretty clear that Fauci is at best very wrong (wouldn't be the first time), or at worst, he's being deliberately deceptive and playing word games.

Fauci defended himself by saying that Dr. Paul does not know what he is talking about and he is the one who is lying (effectively, "nuh-uh").

It's not like Rand Paul accused Fauci of deliberately funding this research in order to get Trump out of office in exchange for becoming a very rich man and the highest paid US government working in America. That would be a conspiracy.
