Except for the rare occassional rogue personal vendetta soldier (someone who knew a victim of terrorism), Never on purpose, most times Hamas places them in harms way, sometimes at gun point, and always Hamas is to blame, everything is on them, especially the times Hamas literally shoots them down.
Unlike terrorists and Iran who purposely target civilians, how many countries warn people to get out of harms way before a strike or ground operation? They had a chance to leave, some refused others were forced to stay as shields, once again all Hamas' fault and Egypt for boxing them in.
At any time they can give up info on where hostages are and Hamas is bunkered down at, at anytime they can have their lives back through surrendering them.
