In the past Rudy Giuliani did mention that Mueller didn't follow the law on recusal of himself for conflict of interest being friends with Comey and such.
28 CFR Section 45.2 is the law he quoted.
However in explaining on Fox News why Trump's comment about Mueller having conflicted interest was not obstruction he forgot that essential point which makes Trumps comment a statement of fact and a valid comment (without intent) by the President.
