When the Obama administration didn't sufficiently plan for the disastrous rollout of the ACA, his administration was pilloried, and justifiably so. (Didn't help that the ACA itself was a deeply flawed policy, but I digress).
Now, the Trump administration throws out a from-the-top edict about immigration without sufficiently planning or even notifying the appropriate agencies. Without regard to the substance of the policy itself, it looks to me like someone is just not planning appropriately.
