So despite his ignominious defeat in the national election a few weeks ago, it appears that he will get another seat now, as a fellow conservative falls on his sword to make it possible.

Cool!

Do I understand this correctly? Will he be able to get committee leadership positions despite his lack of seniority?

How will this work?

He's the leader of his party, the Conservatives. He can't participate in Parliament unless he is elected. He'll be elected because the guy who gave up his seat won it with 82% of the vote. However that by-election won't take place for about six months.
