We are at war with the drug cartels, and being that these drug boats are operating in dangerous enemy water's, then how do you predict that we can perform rescue missions in enemy waters crawling with other narco-terrorist in the area ?? The sinking of the boat is probably protocol in order to destroy the possibility of a rescue of the cargo for future distribution attempts.

Depending on the dire situation for the narco-terrorist, what they should have done was have life vest on in order to get themselves away from a sinking vessel or from a vessel that is targeted to be sunk in order to be picked up or saved by their own once the vessel drops out of sight.

Now if it is found that the order was given to go after any survivors in the water instead of an order given to make sure that the boat is sunk, then yes that is a problem. That's not what happened though is it ?
