Valid point. What about if they had to pay a fine first, then be required to leave and apply for reentry? I'm only talking about people who committed no crime and were productive while here. Didn't Trump say that he wanted people to self-deport and if they did, they avoided penalties? This might be the most cost-effective, practical way of dealing with up to 20 million people.
