The DOJ is part of the executive branch And Article II of the Constitution, and the only elected person in the entire branch is the President. The VP has no executive power unless he replaces the President.

All elected power flows through him, so the DOJ is responsible to him.

There are no independent executive branch departments.

The Post Office and the Fed are unique exceptions due to them being given direct authorization under Article I, and thus part of Congresses mandate, which they then delegate via legislation part of the oversight to the executive.

Read the Constitution, it would clear a lot of things up for you.
