Get it right under International Law the Palestinian leaders are to blame for the Palestinian deaths. You see they are allowing militia to fire rockets and mortars from civilian areas, and for them to muse civilians as human shields. This means that the "CIVILIANS" are now classed as militia and are valid military targets. On top of this the P.A. leaders refuse to provide shelters for the civilians and have been known to evict them from the few shelters that had so that the terrorists could be safe.
