Dumbass, the spending and pay-fors ARE NOT IN THE SAME ACCOUNT.

When Medicare pays out less as a result of ACA that's not money that gets put into some sort of pay-for-ACA fund.

It pays out less because they don't pay what the provider charges. So many people don't have a choice for providers because the number of providers accepting Medicare is decreasing. As my MD put it, he's got to pay his bills to keep the lights on.
