This is very difficult to explain, so bear with me. If the law regarding clergyman is only 10 years old. they cannot hold him responsible for following a law that did not exist.

They had a similar situation in the Philippines a few years ago when someone wrote a computer virus that infected computers all over the world, probably costing billions of dollars. The problem was that no law existed in the Philippines that made that act illegal. Of course they immediately passed a law making it illegal, but they have the same protection in their Constitution which prevented him from being prosecuted for a crime that was not illegal when he did it.
